Job Description

The Construction Planner is responsible for managing assigned projects within their designated discipline or may be assigned as a construction manager with responsibilities for multiple disciplines. Planner responsibilities include Safety, Cost, Quality, Schedule, Construction Execution, Construction Completion, Participation in Constructability, and other Savings Programs.


  • Drive Safety mindset and culture for the Stork/Fluor site team and Fluor sub-contractors

Client Relationship

  • Understand the customer’s business and business drivers.
  • Maintain client relationships by regular communication to better understand project operations
  • Demonstrate and document actions taken to reduce customer costs (Construction Savings)
  • Actively participate in project and constructability meetings
  • Innovation/Construction Savings
  • Through training and participation, become familiar with LEAN/IPD methodology
  • Ultimately lead LEAN/IPD projects as a facilitator/Coordinator
  • Review and understand Construction Savings categories
  • Drive Constructability mindset and culture within assigned projects self-perform team and subcontractors
  • Ensure assigned self-perform team and sub-contractors add and display value by participating in site cost savings programs
  • Maintain a log of approved savings monthly and submit it to the site owner
  • Understands how to access KOL and utilize Fluor’s KOL to bring innovation to client
  • Drive vendor competition and productivity through the qualification of new vendors

Construction Execution

  • Ensure all required local and government permits are obtained.
  • Responsible for understanding the technical scope of the assigned project and having a thorough understanding of all subcontractor contractual requirements.
  • Assist with the development and issue of the Project Construction Execution Plan in conjunction with the Project Plant Construction Agreement.
  • Consistent with the Project Construction Execution Plan and Plant Construction Agreement, develop, implement, and update a sourcing plan with project management and procurement.
  • Interpret design documents and make a recommendation for changes, corrections, and alterations.
  • Issue RFQ for all materials and tools required to complete self-perform projects.
  • With procurement, take a lead role to prepare Requisitions for Contract. Participate in the bid review, and evaluation and make a recommendation for award.
  • Ensure that all field material purchased meets or exceeds the specification. In the case of special items, coordinate with engineering and the P&G Project Manager to determine the best approach for the purchase
  • Initiate and prepare field change requests (RCA’s), field instructions (FI’s), and any associated requests for information (RFI’s), and as-built documents
  • Expedite field purchases and owner-purchased equipment as necessary to meet project requirements.
  • Track and monitor materials and SP items ETA so adjustments can be made to the overall project schedule.
  • Direct manage General Foreman and Foreman for all assigned projects
  • Make frequent daily walks in the field to review, monitor, and evaluate progress, performance, compliance to quality standards, and site safety rules for all assigned projects
  • Manage Sub Contractors onsite

Construction Completion

  • Ensure alignment is agreed upon regarding construction deliverables and system sequences using the Construction Completion Agreement Process
  • Ensure construction start-up support role has been clearly identified and communicated
  • Ensure punch lists are developed prior to system turnover and items identified on the punch lists are completed on agreed-to timing
  • Assemble turnover packages and documents. At the end of a project hold a turnover meeting walk thru to capture any follow-up PSU items. Submit the turnover package documents to the client and document control
  • Assist in turnover of Construction systems and interface with client Startup resources

Schedule Management

  • Develop or participate in the development of construction schedules for assigned projects
  • Ensure subcontractors provide schedules for their work with the appropriate level of detail
  • Assist in developing integrated construction schedules as required
  • Prepare long-term schedules for projects a month or more in advance. Prepare weekly short-term schedules for daily/weekly maintenance activities. Coordinate self-perform craftwork with subcontractors
  • Provide updates for and participate in weekly Two Week Look Ahead Schedule Meetings
  • Actively manage assigned work to meet key milestone dates and planned system turnover dates
  • Coordinate execution of construction activities with other members of the Fluor Construction Team


  • Ensure Fluor quality standards are met
  • Drive productivity improvements and efficiencies
  • Seek customer feedback to drive improvements, using customer feedback surveys
  • Ensure subcontractor(s) quotes/pricing is based upon current/approved EI Packages (specifications and drawings)
  • Ensure the quality of the work is maintained
  • Ensure proper quality inspections are in place including third-party inspections, which may be required as well as contractor-executed inspections
  • Make routine inspections of the work as it progresses issuing appropriate non-conformance reports, and notices of acceptance or rejection as necessary to document critical activities
  • Verify installations comply with the approved design documents, IWS principles, and applicable code requirements
  • Ensure local and all Code compliance inspections are completed
